THE PREMIER'S MANIFESTO. TSpecial to Prase Association.] BRISBANE, Fbb. 24. The Premier's election manifesto declares in favour of the development of the leading industries and the goldfields, the extension of the railways and technical education; also that, with a view to assist agriculture, assistance bo offered to a desirable class of immigrants. As to federation, the Premier says that an Enabling Bill will be one of the firet introduced, but that the subsequent attitude of Queensland will 'be governed by the opinion of the peopleand' the result of the conference. He disapproves of the treaty with Japan, as under it it is impossible to ' restrict the influx of Japanese, whioh would be the cause of harmful competition. With regard tothe Labour Party, Mr Nelson declares that the policy of tho party is to bring about a condition of affaire m wMch ability has no prospect to advance, and industry no speoial reward, a condition of sooiety in which individual freedom will be subject (»• to the most odious tyranny, and corruption in the Government will be rampant and. unchecked. Tho end, says Mr Nelson,, would be anarchy, followed by despotism,
