[Speoiaii to Press Association.] LONDON, Feb. 23. The Malta Government, at the instance of traders, has decided to introduce a Bill imposing a duty of three farthings per pound on frozen ' meat, and a farthing on fresh meat. Mr Dicken, the Queensland agent, is urging Mr Chamberlain to intervene. Three" Manchester delegates, and one representing a Scottish Wholesale Society will" start for Australia in June with the object of developing direct trade. The English wheat market has a downward tendency, the Continental is a little weaker, and the American is declining. At yesterday's sales 1400 casks of tallow were offered, and 400 were sold. Medium mutton brought 21s 3d, and medium beef 19s 9d. Australian rabbit skins are quiet, and have declined a halfpenny to a penny.
