Cardinal Vaughan, tiie Bishops of Peterborough and, Hereford, the Presidents of the "Wesleyan, Baptist and Methodist congregations, the Mayors o£ London, Edinburgh, Manchester and Glasgow, and Sir George Grey advocate the setting up of permanent machinery for arbitration, on all disputes between England and America. President Kruger insists that the subjects on which he is to cqnfer with Mr Chamberlain shall first be specified..
