DRAINAGE BOARD.
The Christchurch Drainage Board met at 2.30 p.m. yesterday 5 present ' — Messrs John Deans (chairman), G. M'lntyre, E. N. Taylor, C. Palairet, S. Swart, E. Hill Fisher, C. Burgess, W. M'Alpine and H. Crooks. On the motion of Mr Crooks, seconded lay Mr Palairet, Mr Des£ns was re-elected chairman. The secretary and treasurer's report was as follows : — Amount of rates received since last meeting, JJ2635 2s 9d ; received from othet sources, .£2l. Expenditure since last meeting, rate account, .£391 9s lOd. Amount of rates outstanding— lß93, .£64 12s 6d 5 1894, .£l2O 10s lOd ; 1895, £5064 15s 3d. The Engineer's report dealt with a complaint as to the flooding of the North Boad between Papanui and Styx, and the backing up of the water on adjoining lands. It had been suggested that the drainage should be taken north along the railway line to Preston's Creek. This would necessitate considerable expense for new works. ' It was decided that the Engineer's report on the matter 'should be forwarded to the Eiccarton Eoad Board. i Certain necessary repairs to the pumping station, recommended by the Engineer, were agreed to. . <: *'* A It was decided that the sewer pipe on the south side of the North Belt, between Colombo and Durham Streets, should jbe attended to at once, as the engineer stated that this section had sunk. '. . 1• ' The Works Committee reported on the insufficiency of the Eiccarton main drain, and recommended that tbe culvert under the railway and Euddenklan's Eoad should be enlarged. The report also recommended that on certain conditions the application from the Hon E. C. J. Stevens, for the Board to make over the. drain . in Et_w(_ Section 263, North Belt, should be acceded to. -I [ The report was adopted. j ! Mr M'lntyre drew attention to the bad | state of the Avon Eiver. ! The Secretary, state-d that in tiie past ; the contractor who had been cleaning jthe river had been cutting the weedß and not clearing them. Now, however, he was clearing the weeds, and a fortnight shofald find the river in good condition. ) Mr Smart drew attention to a defective drain near -the Boys' High School. The Secretary stated that the drain in question was not kept properly clear by the occupants. Mr Fisher, 'pursuant to notice, moved to rescind the resolution of Nov. 12 dealing with the investment of sinking funds in I per cent consols. He did not object to jthe investment infconsols, but he considered that the Board should have; as in the jlast, a free hand in the investment of jthe sinking funds. Mr Taylor was quite - agreeable to this view of the case. He had not intended^ his previous motion to hamper the Board in investing its funds. j .The. -motion i was agreed to, and ithe Secretary was instructed to make inquiries "with regard -to the investment in 4; per cent, consols. Mr Fisher moved 1 - •" That no sinking fund be contributed for the current year, and that the * Board will 'make up" the deficiency caused thereby in future pay-' I ment3." Mr Fisher explained a scheme embodying this resolution, by which; the Board's overdraft would ultimately be reduced. He stated that in maintaining an efticient^ystem of drainage the Board's overdraft had been increased, and his motion would tend to meet the difficulty. Mr M'Alpine seconded the motion pro forma. After discussion the matter was allowed to stand over pending inquiries as to the legality of the proposed resolution. The Board then rose.
