An ordinary meeting of the Christchurch City Council was held yesterday evening; present — the, Mayor and Councillors Sandetein, Kincaid, Sorensen, Prudhoe, Smith, Beawick, Payling, Gray, Samuels, Andrews, Woods, Bunting, Widdowson, Stewart and Connal. FINANCE. Items of finance were reported as follows: — Debit balance st the bank .£2910 15b 4d ; receipts since last meeting — general account .£2053 5s lOd (including general rates .£1707 17s and charitable aid rates .£284 ]2s lOd), cemetery account £12 133 6d, (suspense account j£lßl 8a Id, interest account £409 9s 6d; expenditure —general account JE647 4a lOd, cemetery account £8 6s Bd. THE MAYOB. The Mayor stated that he had asked the Town Clerk to convene a meeting of the Water Supply Committee for Wednesday night. The next ordinary meeting of the Council would fall on Dec. 16, Anniversary Day, and he presumed that the Council would wish to make arrangements to meet on some other night. COEHESPONDrNCB. A letter was read from the assistant medical officer of the Lunatic ABylum, applying, on behalf of Dr Levinge, for two black 8 wans for an. ornamental piece of water in the grounds. : . . , It was decided to present a pair of swans to the asylum. Mr W. I. Ballinger,. president of the Carriers' Association, wrote complaining of the injustice. which the Association considered was inflicted on the carriere, and the danger to the public, by the use of the Streets at all hours for the paßßage of traction engines. . . A circular was read from- the Mutual Municipal Fire Insurance Leaguey luveroargill, submitting a series of proposals for the consideration of the Council, and asking if it would appoint a delegate to a conference to discuss the question of municipal insuranceJ Councillor Widdowaon Baid that the matter was one of great importance. He moved that it Bhould be referred to a committee to report. He would leave it to the Council to fix the committee. Councillor Kincaid seconded the motion* Councillor Gray moved as an amendment that the letter Bhould be referred to the By-law Committee. Councillor Widdowson accepted the amendment, which was carried. HEW BY-IiJIW. The By-law Committee submitted the draft By-law No. 15, in substitution of By-laws Nob. 1, 7, 8, 9 and 10, dealing with porticoes, signboards, naming streets and numbering houses, gutters, epouU and drains, crossings over footpaths, deposit of offensive matter, barbed wire, hoardings, house drains, inflammable materials, kerosene, roofs, theatres, musio halls, &c. The report recommended the Council to make the by-law in question. Councillor Beawick nu ved the adoption of the report, • wfoiuu was seconded by Councillor Gray, ana, after some dißOUßsion, agreed to. . The formal resolution making the bylaw come into force on Feb. 7, 1896, was carried, and it was decided to hold a special meeting at 7.16 p.m. on Tuesday, Dec. 17, to adopt the resolution just paßsed. . ■ It was decided to hold the next ordinary meeting of the Council on Deo. 17. ~ RESEBVEB COMMUTES. The Reserves Committee recommended the Council to consent to a new road being made through Section 2176, Geraldine reserve, to give access to perpetual lease section 36104. The Council's tenant was agreeable to the proposal. The report was adopted. FIRE INSURANCE SUBSIDY. The Fire Brigade Committee recommended the Council to apply to the Fire Insurance Association for a renewal of*}" 3 subsidy to theSFire Brigade .iww-wy-ais-conttnuua. . ■■■'; ■ Councillor Gray moved the adoption of the report, which was. seconded by Councillor Prudhoe, and agreed to. ''-' ■■' WABD BEPBEBENTA.TION. Councillor J. T. Smith moved—"" That the Town Clerk take the necessary steps to have the representation of the city put on an equitable b&ois, viz., the city to be divided into four wards, with three representatives to each ward, the dividing line to be Colombo Street from north to south, and Worcester Street from east to weßt." Councillor Stewart seconded the motion, which was opposed by Councillors SorenBon, Gray, Payling, Sandßtein, Beswick and Widdoweon. Councillor Smith, in replying, esid that he would alter the final clause of his motion—" The dividing lines to be drawn so 88 to equalise the number of ratepayers in each ward as nearly aa possible." Leave to alter the motion was given by 8 votes to 7. In the amended form it wai negatived by 9 votes to 6. MISCELLANEOUS. An application' was received for permission for a brass band to play outside the Union boot shop. Councillor Samuels moved— ", That the request be granted," but the motion was not seconded. r Councillor Kincaid moved and Councillor Sorensen seconded— " That Cashel Street be watered along the tramway line from the East Belt to Manchester Street." Councillor Smith moved, as an amendment—"That the question of watering Caahel Street and other streets be referred to the Works Committee, with a view to ascertaining what conld be done in the matter." The amendment was ruled out of order, as Councillor Smith had previously spoken. Councillor Stewart moved an amend- . ment to the same effect. Councillor Andrews seconded the amend- i ment, which was carried on the voices. The name of Councillor Sorenaen, was. ' transferred from the Beserves to the Finance Committee, and that of Councillor Stewart from the Finance to the Reserves Committee. After some routine business the meeting oloßed. :
