The Sultan of Turkey has vainly appealed to France and Russia to mitigate the stringent reforms demanded by Great Britain in Armenia. CONSTANTINOPLE, August 28. The Sultan has complained to France and Russia regarding the British attitude upon the Armenian question. August 29. It is reported here that Great Britain, Russia and France have invited the signatories to the Treaty of Berlin to appoint a commission to control ' the reforms demanded in Armenia.
