PEOCEEDINGS IN PARLIAMENT. [Special to Pbxbb Association.] SYDNEY, August 16. The Addreee-in-Beply was carried on the voices in both Houses. In the Council the Government's representative contended that the question of land tax exemptions had never been submitted to the country. A member said the proposed reform of the Council would render it absolutely powerless for good, and he would rather vote for its entire abolition, and eo leave the Assembly solely responsible for the whole legislation. In the Aasembly Mr Crick charged the Premier with allowing his colleagues for political purposes to vote against the introduction of Mr Eddy's Salary Increase Bill. The Premier retorted that this was a false and infamous statement, and the Minister of Mines also hotly interrupted. The Speaker interposed that unless Ministers ceased to interrupt, set an example to the House, and ceased to defy him, he would leave the House and resign. Mr Beid explained that he did not introduce Mr Eddy's Bill at the Commissioner's own request. The Premier states that the new batch of Legislatire Councillors would be improved by the inclusion of two or three Labour members, but they are excluded against his own deaire and out of respect to the antipathy of the Counoil to that element.
