To supplement the information he has already given on the question of concessions to marine officerß, Captain Yon Schoen, of Wellington, states that, since March 1, service in a capacity not lower than second mate of a home-trade or coasting veaßel, under certain conditions, qualifies a candidate for examination for a master's certificate of competency for home-trade passenger vessels. Any master or mate holding a certificate of any,grade (whether for the foreign or home trade) desirous of passing a voluntary examination in deviation of the compass or in steam, is henceforth entitled to do so. A. certificate of service isßued under the present regulations doeß not entitle the possessor to act in a vessel of any claes except that for which it ia granted.
