CITY COUNCIL.
An ordinary meeting of the City Cduncil was held last evening ;. present— the Mayor (in the chair), and Councillors Bonnington, Wood, E. Smith, Swarm, Widdowson, Gray, Samuels, Cuff, Prudhoe, Stewart, Bunting, Payling, J. T. Smith atdJConnal. An apology was received for the abßence of Councillor Beswick. FINANCE. Items of finance were reported as follows : — Eeceipts sinoe last meeting, £1043 4s lOd; expenditure, £524 8s lOd. The debit balance at the bank waa £5318 2s 4d. The Mayor referred to the conference which had been held to settle the half- ; holiday question, and reported that ThursI day had been fixed upon. The question of : the river bad been before the Sanitary/ I Committee, and it would reoommend tbat the Drainage Board should be allowed to [ nut a temporary dam at the Colombo Street Bridge. CORRESPONDENCE! The following correspondence was dealt with:— From Mr Stevenson, asking for some com--penßation in connection with hiß contract for moving the band rotunda^ and threatening to take legal proceedings if' his demands were not complied with. The letter was reoeived and ordered to* lie on the table. From the Auditor-General, in reply to a question, stating that in the opinion? of the Crown law officers the trustees of the cemetery had no power to vote fnnds for the erection of a mortuary chapel. Councillor Gray pointed ont that ' the Borough Counoil of Invereargill had spent money on a mortuary chapel, and the balance-sheet in which the amount appeared had been certified to as correct by the Auditor-General. Councillor 3. T. Smith said tbe AuditorGeneral appeared to be of opinion that the Council could spend the money in the manner required, bnt that the Crown law officers thought' otherwise. : The letter was received;* -. The Secretary of the Unemployed Committee wrote, enclosing a balance-sheet showing how the* money colleotod for the unemployed waß expended. He also asked the Council to refund the sum of £11 18s, paid by the late Mayor out of his own pocket. Councillor Widdowson moved that the amount be refunded. Councillor Wood seconded the motion, whioh was oarried. From Mr B. H. Turner, complaining of the action of the City .Surveyor in summoning bim for a breach of the building by-law in putting up an iron shed. .'■' The matter wbb referred to the Works Committee to inquire into and report. From the Sydenham Borough Council, offering to contribute £100 for the use of the chemical engine at .fires taking place iQ the borough during tbe next twelve months, and also for the horsing of the railway fire engine. •,-..• It was decided to aooept the offer. From the Avon Eoad Board, forwarding account for the expenditure on widening the North Avon Boad, and asking for payment o! £150 17s B_d, half oost of the work, and also asking the Council to resnme control of the road. The letter was referred to the Finance Committee. - From the Crown Lands Office, asking for such information as would assist the Government in framing a Fair Bent Bill. Councillor Swarm thought it was not a matter that the Counoil should take up. After discussion, the letter was ordered to lie on the table. CITT SUBV-YO-'S REPORT. The City Surveyor's report -stated that the Drainage Board had been applied to to asoertain if it was willing to supply the pipes necessary for the drainage of Victoria Street, Biohmond, if the Counoil would defray the coßt of putting them in, and the reply of the Drainage Board was that the Board would furnish the pipes on the understanding that the Counoil would be responsible for their future maintenance as well as the, cost of laying them. The cost of laying the pipes would be about £10 10s, and the consent of the Board must be obtained for the Counoil to do the work. Perth Street, Biohmond, had never been taken over as a public street, and as a piece of land abutting on that street wbb about to be transferred to a now owner it waß requested .that Perth Street might be sanctioned by the Council as a right-of-way to it until the street oould be taken over. • • The report was adopted. FIBE BRIGADE. The report of the Superintendent gave particulars of the number ot fires attended during the paßt quarter, and stated tbat 2000 feet of new rubber-lined hose had been received. .He reoommended that the fire alarm boxes should be raised. The report waß reoeived. THE RIVER AVON. The report of the Beservea and Sanitary Committees Btated that they had considered the letter from the Drainage Board asking permission to use ColomboStreet bridge in constructing a temporary weir, and reoommended that permission be given to ereot a weir as a temporary expedient, provided that in May* next .permanent' steps be taken by the Board to do away with the unsatisfactory state of the mud-banks in the river. Councillor Gray would oppose any structure being put in the river. He moved— "That the permission be refused to the Drainage Board, and that they be requested to take out the mud-banks between Victoria Street bridge and the hospital." . , . Councillor Widdowson Baid he believed there was a resolution on the books which would have to be rescinded before permission could be given to place any obstruction in the river. The Mayor ruled that the matter must stand over until it was ascertained whether the resolution referred to by Councillor Widdowson stood in the way of anything being done. BY-LAW COMMITTHE. The report of the By-law Committee recommended that the application of Mr J. Tibbs for a refund of license feeß Bhould not be granted, as it was many years since he had paid any fees at all. The committee conld not reoommend any reduction in the fees charged to owners and drivers of licensed vehicles. The report was adopted. CONSOLIDATION OF X.OANS. Councillor Gray's motion for a committee to consider the advisability of consolidating the municipal loans was carried. COMMITTEES. Councillor Payling was eleoted chairman and Councillor Samuels a member of the Sanitary Committee \ and Councillor Beswick was appointed a member of the Works Committee. The resignation of Councillor Widdewson as a member of the Works Committee was accepted with regret, and Councillor Samuels waß appointed to the vacancy. The Mayor's name was added to all the committees. NOTICE OF MOTION. Councillor Samuels gave notice to move at next meeting— "That a committee be appointed to consider the best means of reconstructing the Fire Brigade, and bring up cost of maintenance at the ; present time. The committee to consist • of the Mayor, with Councillors S. Smith, Stewart, Payling, Beswick and the mover." j The proceedings then terminated.
