Russia is sending six steamers to Vladivostock. They will be fitted up as armed cruisers, in the event of their being required. SEANGHAT, Oct. 17. Twenty-five thousand Chinese are entrenched on the Yalu. The Japanese are awaiting the arrival of heavy artillery before attacking Vagu. A rumour is current in Shanghai that the Japanese have captured Port Arthur. SHANGHAI, Oct. 17. Foreigners have been ordered to quit Pekin.
