The " Canterbury Times "--No higher praise need be given this week's number of the Canterbury Tvnes, which is published this morning, than that it is of quite the usual standard. Football has, ofcouiss, full attention at the pen of " Quidnunc," and the athletio and aquatic columns contain much that is generally interesting. The fiction, literature and special articles are excellent, the lesi including some translated extracts from Max O'Rell's latest work, En Australia, in whioh he gives his impressions of Australia, gathered during hia viait last year. In the agricultural columrs, a special article on " Dairying in Australia " will claim theattention of those interested in the dairy industry, the position of the trade being cU>arly«set forth. The articles on "A Frozen Poultry Trade " are continued, giving practical information on this important subjeot. The beginning of the racing season gives renewed interest to the spotting page?, past, current and coming events being diEcu> sad. The Ladies' Page maintains its excellence of style and matter, and will be to many readers, the most attract ive part of a most popular publication. Spbingfield.— The annual meeting of the subscribers of tho Eowai Pass library was held on Sept. 10. The balance-sheet was submitted to the meeting, showing receipts for the year en<Jed Sept. 10, 189*, £19 ISj sd, expenditure Xls fis 9d, leaving a credit balance of £4> 15a 83. Beetham presided. Messrs Cowliahaw and Longhrey appeared in support of an application for an eleven o'clock license to the Star Hotel, Addington, which was granted. In the absence of the Speaker Mr J. Izett -was appointed acting-speaker. A number of questions were asked, and several Government Bills were read a first time. The Elective Executive Bill was farther considered in committee, and reported without amendment. The Premier moved and Mr F. W. Hobbs seconded in a very able Bpeeoh, the third reading of tbe Bill. After a short and lively debate, the Bill was read a third time and passed on the voioes. Thia is the first Bill that has been passed in the Assembly. The Assembly adjourned at 10.50 p.m.
