New Zealand's Offer. [Special to Pbess Association.] BKELIN, Apeil 28. The German Colonial Party is circulating petitions throughout the country in favour of the retention'of Samoa* It is reported that the Emperor is averse to abandoning German interests in the island. It is rumoured that the Emperor is assisting the Colonial Party in its opposition to Now Zealand's proposal for the annexation of Samoa. The Vossische Zeitung declares its preference to a British rather than j an American protectorate. It coneiders that Germany is unfitted to restore order there. SYDNEY, Apbil 29. The Premier cabled to the Premier of New Zealand yesterday in favour of sole protection over Samoa by Great Britain, in preference to any colony exercising the rights of a sovereign State without means of enforcing order. The German view here, from one qualified to express an opinion, is that there is not the remotest chance of the acceptance of New Zealand's propo.al in regard to Samoa, which is entirely at variance with the terms of tho treaty ; that if New Zealand's idea were carried out, it would inflict real hardship on German settlers, and that the German Imperial Government can hardly regard the proposal with anything but irritation, as it amounts to an implication that Germany has not looked sufficiently well after the interests of her subjects there.
