THE RAILWAY COMMISSIONERS.
» [Special to the "Star."] WELLINGTON, Jan. 24. On tbe subject of the Railway Commisioners, the Times thirf morning says : — 'We hope their first care will be to place ihe railway system on a par with all other ailway systems. In every railway system here are three departments, each under ts head, who is responsible to the general management. Whether that ie in the hands of one man or leveral, the principle of responsibility s the same— the heads are responsible to he management. Now, the three departnents of the New Zea'and railway -service lave not all got heads. The Locomotive )epartment has an excellent chief, as good i man as can be desired anywhere, in Mr ' iotheram. So has the Permanent Way department, in Mr Lowe, who watches iver the bnildings, structures, repairs and io forth, in a manner which leaves nothing ;o be desired. But the third great depaitnent of management, the Traffic Dera.tnent, is without a chief officer. This is the rery place for Mr Hannay, the retiring iommissioner, whose speciality is the busiless of traffic managements We have a popular man in Mr Hannay, as well as sapable, and the new Commissioners cannot lo better than appoint him, thns completng the circle of railway management in iccordance with obviously necessary retirements."
