fSpEciAi. to Pbess Association.! - LONDON, Nov. 27. The Sydney correspondent of the ' Westminster Gazette says that Sir H. Parkes looks upon tbe idea of a Colonial Party in the House of Commons as sheer humbug. The -members o£ the House of Commons connected with South Africa are asking the Colonial Party to express approval of Mr Cecil Rhodes' policy, Nov. 28. Mr Gladstone snubbed the House of Lords for what he termed the dictatorial proposal for a Joint Committee to inquire into tbe question of betterment. The House of Commons, he said, would not alter its decision. (Cheers.)
