The House met at 7.30. CORRECTION. An error occurred in yesterday's report of the Parliamentary proceedings. Mr Ward was made to xeply to Mr Allen's question respecting the appointment of Mr Williams as Native interpreter, ibhat the appointment was made by Sir H. Atkinson " before " the charge was preferred against Williams. It should have been " after " the charge was made. LOCAL BILLS. The Hon R. J. Seddon moved that the "Orders of the Day" be postponed in order that local Bills might be proceeded with. Agreed to. WANGANUI HOSPITAL. Mr Williß moved the second reading cf the Wanganui Hospital Board Empowering Bill. . Agreed to. NBLBON INSTITUTE RESERVE. Mr Harkness moved the second reading of the Nelson Institute Reserve Bill. The Hon J. M'Kenzie moved that the Bill be postponed for a week. Agreed to. KAIAPOI BOROUGH COUNCIL. . Mr Moore moved the second reading of the Kaiapoi Borough Council Vesting Bill. Agreed to. AUCKLAND HOSPITAL RESERVES. Mr T. Thompson moved the second reading of the Auckland Hospital Reserves Bill; Agreed to. ..■■". BGMONT COUNTY. Mr M'Guire moved the second reading of the Egmont County Bill. Agreed to. •••....'■...; TARANAKI RELIEF FUND.. Mr E. M. Smith moved the second reading of the Taranaki Rel ief Fund Distribution Bill; to. provide for tho.payment to three local bodies (the Taranaki recreation ground, Taranabi Mountain Home and Stratford recreation ground) of a sum of £170 balance of the fund subscribed during the Maori war, which had been lying in the bank for years without any interest, and a large number of the trustees being dead. Agreed to. RIVBRTON HARBOUR BOARD. Mr Mackintosh moved the second reading of the Riverton Harbour Board Empowering Bill, to empower the Borough of Riverton to vest all its rights, powers, property and privileges as a Harbour Board in an incorporated company, for the purpose of securing the construction of further harbour . works by private enterprise. After a lengthy discussion, during which several members strongly opposed the Bill, the motion was agreed to by 35 to 18. WELLINGTON CITT. Mr Duthie moved the second reading of the Wellington City Empowering Bill. Agreed to. Mr Duthie moved the eecond reading of the Wellington City and Suburbs Sanitation Bill. Agreed to. WANGANUI HARBOUR DISTRICT. Mr Q. Hutchibon moved the second reading of the Harbour Act, 1878, Amendment Bill, to readjust the representation of the Wanganui harbour district. Agreed to. OCEAN BEACH, DUNEDIN. Mr Pinkerton moved the eecond reading of the Ocean Beach Public Domain Act, 1892, Amendment Bill, to enable the citizens of Dunedin to say whether they would have a loan or levy a rate. Agreed to. KIVITE COUNTY. Mr Bruce moved the second reading of the Kivite County Bill, to constitute Kivite a county. Agreed to. DUNEDIN GARRISON HALL. Mr Allen movet the second reading of the Dunedin Garrison Hall Trustees Empowering Bill. Agreed to. SELLING LIQUOR TO CHILDREN. The House went into Committee on the Intoxicating Liquor Supply to Children Bill. - The Hon R. J. Seddon said aa the Government intended to bring in a Licensing Bill, perhaps the hon gentleman would nob proceed with this Bill. Mr Fisher said he should like to proceed another stage with the Bill. Clause 2, children not to be supplied with liquor. The Hon R. J* Seddon moved— "That a penalty not exceeding .£lO should apply to any licensed person who 'knowingly' allows liquor to ba supplied to children." Mr Fisher thought the insertion of the word "knowingly" would render the whole clause nugatory. After Borne discussion, Mr Buckland moved to report progress on the Bill in order that the clause might be redrafted. Sir R. Stout suggested that clauses 2 and 3 should be omitted from the Bill with the view of substituting a provision amending the present licensing law by rendering a publican liable for the supply of liquor to children under the age of sixteen years, whether consumed on the premises or not. Mr Fisher explained that as the Government intended to introduce a Licensing Bill dealing with the whole question, he should hand this Bill over to it. Mr Buckland's motion was lost. The Hon R. J. Seddon's motion to insert the word "knowingly" was also lost on the voices. Sir R. Stout's amendment was not put from the chair. The remaining clauses were passed without alteration, and the Bill waß read a third time and passed. brewers' houses. On the motion that the Holding of Public-houses by Brewers Prohibition Bill be committed, Mr Fish moved an amendment that the Bill be committed that day three monthß. The amendment was carried by 32 to 19, and the motion for committal was lost. FENCING ACT. Mr Buckland moved the second reading of the Fencing Act, 1831, Amendment Bill, to amend the Fencing Act 1881. The Bill provided that the time should be extended to six months in which a man should be held liable for fencing after patting with his land. It also provided for. making legal a new class of fence. Agreed to. AGRICULTURAL SOCIETIES. "Mr Bdckland moved the second reading of the Agricultural and Pastoral Societies Amendment Bill, which he explained was meant to extend the provisions of the Act to P. ultry, Dog and Canary Associations.
