James (Liberal) taking his seat in ,the House of Lords on the death of JhiB father, Ldrd Northbourne, resulted in the return of Mr Allan, the Home Eule candidate, by a majority of 868. The election for Horsham, caused by the death of Sir W. Barttelot, resulted as follows : — Mr Johnstone (Conservative) 4150, Mr E. G. Wilberforco (Liberal) 2666. In reply to a , resolution moved by Sir Eichard Temple, M.P. for Kingston, Sir W. V. Harcourt, Chancellor of the Exchequer, stated that he was in favour of a National Pension scheme for school teachers, though the amount would represent a capitalised sum of £25,000,000. The agitation against Home Eule is, increasing in intensity in portions of Ireland. The Unionist Alliance and other Irish Societies are preparing for a campaign on the lines of that of 1886. The apprehension in commercial and financial circles is not diminished, and the security of mortgages and land charges is disturbed. Viscount "Wolseley, speaking in Dublin, stated that the north had his sympathy, since they were fighting for the Union, which must be maintained at all hazards.
