' The Morning Advertiser, referring to the demands of Sir Cr. E. Dibbs, Premier of New South Wales, to be consulted regarding the Governors for the Colony, considers that the Marquis of Eipon justly resists an invasion of the last right of the Crown. Canada and the United States are responding freely to Mr Justin M'Carthy's appeal for monetary assistance. O'Donovau Eossa expresses the opinion that Mr Gladstone's Bill will, not satisfy the Irish. It is rumoured that the Irish Unionist organisations are purchasing arms. , A further battery of artillery has ', been ordered to Egypt. The election for the vacant seat for Stockport, in the House, of Commons, resulted as follows : — Whitely, Conservative, 5264 ; Hume, Home Kuler, 4799. Id the House of Commons a Eailway Servants Eight Hour Bill has been' read a second time. , Fbb. 23. The Marquis of Eipon did not consult Sir G. E. Dibbs on the appointment of a Governor for New South Wales. Lord Carrington justifies the demand cabled from the Colony. The selection came as a surprise to the Liberals. It is proposed that a deputation comprising five thousand Ulstermen should wait on Mr Gladstone protesting against Home Eule for Ireland. CALCUTTA, Feb. 22 % The Ameer, of Afghanistan is approaching the Viceroy of India with a view to the settlement of the frontier difliculty. SYDNEY, Fbb. 23. The Premier, Sir G. E. Dibbs, has expressed himself satisfied with the appoint- * ment of the Hon Bobert W. Duff as Governor of New South Wales. Sir Saul Samuel cables that he is well qualified for 1 tha position. I
