■ ♦ [Special to Press Association.] LONDON, Feb. 21. The Electoral Registration Bill was., introduced to-day in the House of Commons. It reduces tbe rating qualification period to three months. In the House of Commons Sir Edward Grey, Parliamentary Secretary in the Foreign Office, in reply to x - a question stated that the Imperial Government had received no notification from America of the annexation of Hawaii. An English Company with a capital of a million sterling is being formed for the purpose of absorbing Portuguese territory in Nyassalaud. The Agents-General have accepted the Imperial regulations regarding medals for regular troops and volunteers. ; The Midlothian Liberals have demanded autonomy for Scotland, and are objecting to the retention of Irish members at Westminster. The Irish in Chicago are responding to Mr Justin McCarthy's appeal for monetary assistance. A convention in New Tipperary has selected Mr Hogan, late of Melbourne, as its candidate to fill the vacancy caused by the death of Mr John M'Carthy. Mr Balfour, who has been Buffering from influenza, is improving in health. The Radicals demand that the Payment of Members Bill shall provide for an honorarium of iJ3OO per r annum, irrespective of private incomei Mr Dillon, referring to the selection of Mr Hogan as a candidate for MidTipperary, considers it a recognition of Australian support of Home Rule, and a proof of Irish solidarity. i Tbe Daily Chronicle regards Sir G. R. Dibbs' demand with regard to Colonial Governors as reasonable. The Pall Mall Gazette, in an article dealing with Colonial Governors, advises that the Imperial Government * should select three gentlemen suitable for the position, and that the final choice should rest with the Colonial Cabinet. CALCUTTA, Feb. 20. The British expedition to Chitral, where the Natives were showing signs of uneasiness, has been cordially received.
