Imperial Federation.
The Committee of the Federation Council is what the Americans call "a little too previous" in discussing what should be done when the African and Australasian groups of Colonies ahall be federated after the Canadian pattern. As we all know, Downing street prevented the African union, perhaps for all time, when Sir George Grey had it almost effected ; and Australasia turned against Federation two years ago, and has spent the intervening time in building tariff walls across the Continent as well as around its coast, and bickering about the wretched profits of a limited silver coinage. Still it is well for the Imperial Federation to canvass the consequences of possibilities ; because, as there is no knowing what may be brought to pass by circumstances of unexpected stress, it ia as well to have a path for the future explored and lighted, especially as it costs nothing to anybody except a few enthusiasts.
