A crisis is tbreatened in the Lancashire cotton trade, owing to a redaction of wages and an increase of hours. WASHINGTON. July 21. The position of the Idaho strikers, cooped np in the mountains, is hopeless. They have challenged the military to attack them, and boast that they will die with arms in their hands. SYDNEY, July 22. The annual report of the Trades and Labour Council shows that financially it haa been somewhat crippled, but it has been able to meet all obligations as tbey fell due. Hope is expressed that, with increased loyalty, it will regain its flourishing condition. At tbe close of tbe last balf year there were eighty-five Societies affiliated to tbe Council, and since tben two bave been admited, while seven bave seceded, and thirteen bave become defunct. [P__b Pbkss Association.! WELLINGTON, July 22. In tbe R.M. Court, the Pactory Inspector took proceedings against a laundry proprietor for failing to register it as a factory. The defence was that a laundry ia not a factory. Mr Robinson, R.M., overruled the objection, and held tbat washing, as a matter of business, was a handicraft within tbe meaning of tba Act, therefore a laundry was a factory. Ultimately judgment- waa given by concent for ls, Mr Izard, for the defendant, stating that the department, aB well as the defendant, were anxious to settle the point, land the matter would be taken to tbe Supreme Conrt.
