It is reported that Balmaceda has been hidden in Valparaiso, and has jast escaped to the American flagship, j disguised as a drunken sailor. He is i expected to land at Callao. It is stated that Balmaceda surrendered to a British flagship, and pleaded on his knees for mercy and to be taken aboard. PARIS, Sept. 15. President Grevy's Funeral. The funeral of ex-President Grevy was of an imposing character. The Presidents of the Senate and the Chamber of Deputies and several Ministers were among those present. A Congo Expedition. In their official report on the loss of the barque Ellen, the Board express the opinion that the vessel was dangerously leaky under manned and insufficiently provided with officers 5 that she was improperly handled in the gale, and that such irregularity and want of discipline were the consequences of the incapacity of the officers through the effects of drink. The Board consider that it was not prudent to send the barque to sea with such a heavy cargo, though the owner acted well within the law.
