BOROUGH COUNCILS.

SYDENHAM.

The fortnightly meeting was held last night; present — the Mayor, Councillors Hopper, Brown, Eudd, * White, Smith, Jacques and Gledhill. Leave of absence was granted to Councillor Langdown for the evening, and to Councillor R. M. Taylor during the session of Parliament.

COERSBPONDENCE.

The Biccarton Eoad Board wrote agreeing to bear half the cost of watering the Lincoln road on market days when required. WOEKB COMMITTEE. This Committee recommended that the proposals in the Railway Engineer's letter of Dec. 23, 1890, referring to Carlyle street, be agreed to. The Committee suggested that Mr W. D. Wood be asked if he will allow the Council to get the water required for watering the Lincoln road from the deep well at his new mill. They had requested the Tramway Company to repair the line on the Lincoln road.

Clause 1 was passed, but after a discussion on Clause 2 it was struck out, the matter of procuring water for the Lincoln road being left with the Works Committee. Clause 3 was adopted, but Councillor White drew attention to the very bad condition of the tramway line in Colombo road South.

i FINANCIAL. i The Finance Committee reported receipts i amounting to .£609 11s Id. The balances . of accounts that day were: Separate ; account, credit .£522 17s 7d; interest . account, .£2BO 183 4d ; loan account, credit .£7235 13a sd; general account, credit, . J3281 4s. They recommended payment of . accounts amounting to JSII3 6a Id, and 1 that rates amounting to .£494 Gs lid to . the Drainage and River Board be handed over. The Committee had decided that ' every twentieth defaulter be sued. The report was adopted. LEGAL OPINIONS. Councillor Smith moved— "That all i legal opinions obtained by the Council or . any Committee be treated as confidential." Councillor Jacques seconded the motion, which was lost on a division. The Council then adjourned. 8T ALBANS. Special Meeting. A special meeting of this Council was held at 7.15 p.m. yesterday; present — The Mayor (Chairman), and Councillors Penteney, Smith, Bull.Pyne and Coleman. The recently-made by-law, prohibiting the erection of barb-wire fences within the borough, waa duly confirmed. Okdinaby Meeting. An ordinary meeting was then held, Councillor Brooker being also present. FINANCE. Councillor Bull, for the Finance Committee, reported the following receipts since last meeting .—General rate, 1890, JB7I 158 Bdj do, 1889, 15s 7id j Waimakariri rate, ■£11 14s 2d; drainage rate, sewage area, £32 Bs '/Jd, do, rural area, £21 8s lid ; dog tax, £1 10s; licenses, £S 3s ; nightsoil rate, £1 6s 3d ; slaughtering fees, .£l 6s 7d; watering rate, £Q 7s sd ; Charitable Aid rate, JBI7 16a 9£d ; total, JBI7O 2s 3d. Accounts presented for payment. JE3O2 9s. Debtor balance at bank, ,£4G1 143 lOd. The report was adopted. WOEKS. Councillor Coleman, for the Works Committee, reported that the Committee recommended that tenders for screening one thousand yards of shingle from the Council's pits be called for. The amount was altered to six hundred yards of shingle, and four hundred yards of broken metal, and passed. It was decided that the cart bridge in Chinaman's road be re-decked, and the question of re-naming the road was referred to the Street Naming Committee, Other, recommendations of the Works Committee were disposed of, and the report wbb adopted. MISCELLANEOUS. A petition was received from residents j between the North belt and Edge ware I street, complaining of a nuisance caused I by an engine used in the vicinity for sawing wood. On the motion cf Councillor Brooker, seconded by Councillor Smith, it was decided to write to the proprietors. It was also decided to draw up a by-law dealing with such nuisances. Applications for slaughter-house licenses from Messrs John Mann, Thomas Hoult and W. Eountree were granted. A letter was read from the trustees in the estate of the late F. Harrison, disclaiming any liability with regard to the cost of making Flockton street. It was decided to empower the Works Committee to take the necessary steps to carry out the work. The Mayor, with Councillors Coleman and Penteney, were appointed a Committee to wait on the Drainage Board on the Bubject of drains in the Borough, and the Edgeware road drain in particular. A challenge was received from the Veterans' Cricket Club to play a team of the Council on Jan. 22. It waa decided to reply that the Council could not get a team together by that date. The Council then adjourned until that day four weeks.
