The Constantinople Story.
Nihilists are not the most ideal kind of people to uphold. Yet if it iB true that those Nihilistß who had escaped to a British ship from the Turkish escort, on their way to Russian officials, were handed over by order of the British Ambassador, there will be a row. They were charged with having brought about the railway accident which nearly killed the Czar in 18S8. But to be charged in Russia 13 not quite the same thing as being guilty;. That, however, is not the point. No Nihilist has ever been given up by Great Britain, on any pretext whatever, because the flag has always been a protection to all political refugees. Louis Napoleon did not like the principle in his time, and a good many others have found fault with it. But it has been enforced always. Sir W. White, if the story is true, will have to explain why he ordered that to be done by a British subject which would not have been done by the British Crown. In the meantime the point is that the whole story may be a fabrication.
