The Queen's Speech.
lekland occupies a very important place in the Queen's speech. Land purchase and local government make between them an immense programme. The former nearly floored the Government last year, but Mr Parnell has voted for it. The latter might develope into Home Rule under a Minister who, like Disraeli, believed in " educating " his party. But there is no such Minister in the ranks of the Ministry at present. What is more likely is that the programme is a counterblast to Homo Rule. The land purchase having been approved of by many Irishmen, including Sir Gavan Duffy, and the Local Government Bill being a concession, and to be regarded as a performance of Tory promises, the counterblast may have attractions at a time when the Irish leader, being discredited but obstinate, the Irish-Liberal alliance ie for the moment burst up. Under the circumstances it would not be surprising if Lord Salisbury and Mr Balfour were to find a pretext for going to the country. They are not likely to find a better opportunity.
