UNITED STATES TARIFF.

The Tariff UiU was nnally passed by the Lower House of Congress on May 21 after some debate and much confusion. The first amendment on which a separate vote was demanded was on changing the phraseology of the tin-plate clause, which -was adopted by a narrow margin : Ayes, 150 ; Noes, I'iO. The amendment providing that the duty on woollen and worsted yarna, valued at not more than thirty cents per pound shall be two and a half times the duty on unwashed wool, if firat class, and 35 per cent ad valorem, was rejected. The Bill now fixes the duty at twice the duty on uuwashed wool of first-class grade, and 35 per cent ad valorem. The amendment providing that on woollen and woroted goods, and all manufactured wool and worsted not otherwise provided for, unless not more than thirty cents per I pound, there shall be imposed a duty of U three times the duty imposed per pound I on unwashed wool of the first-clasa, and 40 per cent ad valorem, was rejected — Ayes 143, Noes 141. This leaves the duty at twice the duty on unwashed wool, and 40 per cent ad valorem. The President has expressed an opinion to the effect that it was a mistake for Congress to remove the duty on sugar, and also deprecated the increase of the duty on carpet; wools. He will probably send in a strong message before the Tariff Bill is nnally disposed of.
