Mr C.T. O'Connor, who has been succeeded a3 Undpr-Secretary of Public Works by Mr W. N. Blair, who.'will bo appointed Engineer of West Coast Harbours. Major T. W. Porter, of the New Zealand Militia, has been promoted to the rank of Lieutenant-Colonel. . The following scale of rates comes into operation en the New Zealand Railways on and after May 12: — Newspaper parcels not exceeding 31b in weight will be charged for distances not over 75 miles Id, over 75 mile 9 and not exceeding 150 miles 2d, over 150 milas 3d.
