Borough Councils.

LYTTELTON. The usual fortnightly meeting of the above Council was held on Monday evening.' There were present — His Worship tho Mayor, Councillors Allwright, Cook, Milsom, Hildyard, Brico and M'Clatchie. COKEESPONDENCE. The following was read : — From Charitable Aid Board, informing the Council of the particulars connected with the election of representative for the Borough, of Lyttelton. His Worship the Mayor and Councillor Allwright were appointed the delegates to attend meeting in Christchurch, and it was resolved to try and get one of them elected aa the representative of the Boroughs of Sfc Albans, Kaiapoi, Eangiora and Lyttelton. A letter was read ; from the Traffic Manager at Christchurch, having reference to a siding at Officer's Point, and was deferred to nexb meeting. l'rom tho Gaoler at Lyttelton, asking to be allowed to connect Erskine Point with the water pipes at tho bathing place, bo aa to get a supply of water for the prisoner 3 engaged on the defence works there. Tho matter waß referred to the Water Supply Committee, with power to act. From the Eegatta Committee asking tho Council to reconsider their decision re granting the use of London street for sports on New Year's Day. A deputation from the Eegatfca Committee was present, and stated that the holding of land sports was always a matter of grievance to the llegatta Committee. The action of certain London street business people who collected subscriptions to arrange attractions for their own good, always had the effect of stopping people subscribing to the regatta, which was got up Eololy to foster eporb. Mr Milsom stated that the leading members of the Land Sports Committee had promised to subscribe to the regatta, and had undertaken not to attempt to collect subscriptions until the Eegatta Committee had sufficient money to successfully carry on the regatta. The letter was received, and any further discussion deferred until later in the evening. FINANCE. Accounts amouuting to 13a 6d were passed for payment. Eeceipts since last meeting were reported as je326 17s 2d. BBPOBTS. The Foreman of Works report was read. The report stated that a _ largo number of people in the town were in the habit of using water for their gardens and it was decided to give the Foreman power to proceed against anyone offending in this respect, it being pointed out that the bylaws Btated that the water must only be used for domestic purposes. I/EAVB OP ABSENCE. Leave of absence was granted to Councillor Joyce, he being away at Dunedin, at the Exhibition. BOROUGH VALUATION. The Mayor stated that some steps would have to be taken to arrange for tho yearlj valuation of the Borough, and it was decided after some discussion, to call foi tenders for the work, the tenders to be foi one year and three yeare. LAND SPOBTS. Councillor Stinson moved the motion oi which he had given notice, viz., "Thatthi Council rescind the resolution carried a! its last meeting with reference to lane sports being held in London street on New Year's Day." In speaking to his motion Councillor Stinson said he did not intenc to waste their time. The matter had beer pretty well threshed out in London street and elsewhere, but he would like to aal those Councillors who had taken such ai active part in spending the money of th< ratepayers on a recreation ground, t< explain why they were now so strongly ii favour of seeing the chief street of thi Port turned into a running track aimplj because it suited a few business people? I sports were wanted in Lyttelton, th< recreation, ground was the place to hol( them. Cooacillor Hildyard seconded the motion : and spoke in.support-of it.

They were got up for tho good of the tradespeople, who should be given an oppoitunity to do a little -businesß. Councillor Milsom contended that the Council had no jurisdiction either to give permission to hold tho sports or otherwise. If the streets were blocked, it was in the hands of the police if they thought proper to take steps to clear them. Councillor Stinson replied, and the motion was lost on the voices. The Council then adjourned.
