To fulminate against the Bill, by way of showing what one's opinions of the measure aro, is quite a different thing from jumping to tho conclusion that the measure iB going to be enforced immediately before it has baen made law. The measure was brought forward for the purpose of getting the opinions of all concerned. Ventilation was the acknowledged object of introducing the Bill, whose passage would have rather embarrassed some of its promoters. The Addington men have spoken out in very unmistakeable fashion. No one can doubt that they will have none of the Bill. The Bill doeß not offer them adequate valne for their money ; it contains no safeguard over the auditing and ac buarial maohinery ,but rather encourages carelessness; it adopts the vicious principle of devoting public .money to a purpose condemned by the united voice of Parliament. "We won't have this thing thrust upon us," the Addington. men have said. If all would be equally spontaneous, the framers of the Bill who want " ventilation " would see how the wind ia blowing. But if many more follow the example of tha Invercargill men who have asked a Mr Bain what he thinks, it will be impossible to cay what tho views of the public are, in which caae the ventilation will be bad.
