SYDENHAM BOROUGH COUNCIL.

* Tbe usual meeting of the Sydenham Borough Council was held last evening; present His Worship the Mayor (presiding), and Councillors Muffett, Bowden, Booth, T. E. Taylor, Jacques, White, and Forrester. • COBBESFONDENCE. The following correspondence was read and disposed of : — Frotn the Canterbury Fire Insurance Association, drawing attention to the fact that in future the fire plant of the Christchurch Fire Brigade was nob to attend fires outside the belts. The Association asked what the Sydendam Borough Council intended doing in the matterof establishing fire prevention means in the district, or for arranging for the services of existing plant. The matter was referred to the Fire Prevention and Water Supply Committee to consider and report. From nineteen ratepayers, asking the Council to erect a lamp at the junction of Humboldt and Campbell streets. The letter was referred to the Lighting Committee. THK rOCXSON STBBET EXTENSION. MeHsra Harman and Stevena wrote, giving the grounds on which they contended that the Council was not justified in asking Mrs Tancred to consent to the road in extension of Poulson street being taken by the Council through her lawns. In the opinion of the writers, the Public Works Act of 1882 had to be read as part of the Municipal Corporations Act. By the former Act power was given to take land for roads by compulsion, but in the case of pleasure grounds a road conld not be taken through them without the sanction of the owner. Mrs Tancred did not wish a road to run through her lawns, but having twenty acres in the Borough to cut up, she could not carry out her wishes without laying oat roads. If the Council declined to sanction any road, unless it ran through her lawns, and she should be compelled to agree to the Council's terms, ifc would be obvious that she would be acting under compulsion by giving her consent that the road should run through her lawns. j A petition was read from forty-nine residents in the vicinity of the road referred to in the letter from Messrs Harman and Stevens, asking that the original decision of the Council be adhered to. Councillor Jacques moved — "That the resolution of the Co-incilof March 5, March 19, and April 3, 1888, respectively, relating to the proposal of Messrs Harman and Stevens to extend Poulson street through Mrs Tancred's property to the Windmill road, and requiring such street to be made straight, be rescinded." Councillor Bowden seconded, and after a lengthy discussion in which all the Councillors took part, the motion was rejected by a majority of five to three. The Clerk was ordered to communicate to Messrs Harman aDd Stevens the decision of tbe Council, and also to the petitioners residing in the vicinity of Poulson street. WORKS COMHITTEE. The Works Committee's report recommended — In reference to the intimation from the City Council that necessary repairs on the South belt, near the passenger station, would be undertaken by that body unless the Sydenham Borough Council completed them within seven days, that, as the repairs wanted were where the tramway line bad been pulled up, the City Council should be asked to request the Tramway Company to execute these repairs. The Sydenham Borough Council had cleared away the mud and ddbris from the front of the passenger station as often as ifc had been required. It was the opinion of the Committee that such repairs as those referred to should be executed by the Government, and the Government ought to be written to on the subject, but meanwhile the works should be carried out. A culvert had been ordered to be put across Strickland street. After referring to the fences encroaching on Wilson's road, in which the Committee recommended deferring action in enforcing removal, an opinion was expressed that no offer to supply horse teams could be accepted without tender, and asked the Council's authority to purchase another horse, tip-cart, and harness. Three roods of land in Huxley street had been purchased for a gravel pit, at ,£204 10a. The report was adopted. FINANCE. ■:_. The Finance Committee reported the folowing receipts : — General account, £70 2s 9d ; interest account, 17s 6d ; separate accounts, .£45 12a 2d; total, .£ll6 12s sd. The balances on August 6 were : — General account, debit balance, .£575 3s ld ; interest account, credit, .£275 15s 10d; loan account, fixed deposits, .£8000; current, J8293 6s lOd ; separate accounts, £120 6s 9d. Accounts to the amount of £441 6s were recommended to be paid. The report referred to the AuditorGeneral's letter of June 14 last, and recommended forwarding in reply a copy of the Town Clerk's statement of the interest account, which showed that the Council had fulfilled its promise to the debenture-holders. The report was adopted. DEPUTATION. A deputation waited upon the Council on the subject of extending Coleridge street ■ on to Colombo street, and stated that many residents interested were willing to ; aid the Council by rate or otherwise in : carrying out the work.
