Peace or War.
Gbeat uneasiness in Europe and great danger of war is the testimony of the cable from day to day. Vienna is trembling with apprehension, and Germany is growing discontented with tbe long strain. The minor States are feverish, and Russia ia ' ominously calm. In England, something very like a panic has burst out. Lord Wolseley had the courage to speak his mind on the subject of the army and the " defences. Official etiquette took him to task at once, but the public ref uses to consider the matter in that narrowest of aspects, and insists upon being considerably scared. It has concluded that the outspokenness of the General is a sign of the reality and seriousness of the impending European danger. Such is the latest reading of the political barometer.
