I am of opinion that the MIDLAND RAILWAY will benefit not only the districts immediately connected with your, electorate, "but directly and indirectly the whole Colony. I shall continue the stranuous exertions I have hitherto made to smooth all difiicalties in the way of the rapid completion of this great work. There are other worts in progress in the Colony to which I attach muob importance. I greatly deplore the want of a sufficiently strong conviction that what BENEFITS ANY TABT OF THE COLONY BENEFITS THE WHOLE. Tha development of a UNITED COLONIAL FEELING is, in my opinion, very much needed. Amongst the questions most difflonlt to deal with, but which are of vast importance, I enumerate the following :— A. THE PERFECTION OF A SYSTEM OF LOCAL FINALE. b. THE DISCOURAGEMENT OF PBEMATtJRE LOCAL WORKS IN EXCESS OF i EITHER THB WANTS OR THE MEANS OF THE COMMUNITY DESIRING THEM. ! C. THE BRINGING INTO USEFUL OCCUPATION THE VAST AREAS OF UNUSED NATIVE LANDB. 1).
