LYTTELTON BOROUGH COUNCIL.

Fortnightly Meeting.

1 The usual fortnightly meeting of the , above Council was held last night in the > old Chambers. There were nresent — His 1 Worship the Mayor, and Councillors Miisom, Webb, Holland, Joyce, Hildyard, i Diamond, M'Clatcbie, and Stinson. [ CORRESPONDENCE. i A letter was received from the , Charitable Aid Board, regretting that the Council could not undertake to grant the use of the scavenger for less than .£3O per year, and hoping that when the tenders for the new boundaries had been received, the Council would see their ! way to reduce the sum. The plans, &c, of a^ building to be erected by Mrs Warne on the section leased by her from the Council were received, and after some discussion, the plr.ns were referred back to Mrs Warne for more detailed particulars. VI NANCE. Accounts amounting to .£G7 7s Gd were passed for payment. The receipts since last meeting were reported as J534G 17s od. KEI'OKTS. The report of the Foreman of Works was read. It stated that the men had been engaged during the past fortnight in laying concrete channelling in various ' parts of the town. HATES. The^ Mayor called the attention of the Council to the large amount of rates outstanding, and it wa3 decided to insert an advertisement requesting ratepayers to pay up. LEAVE 01" ABHENCE. On the motion of Councillor Joyce, a month's leave of absence was granted to Councillor M'Lellan owing to ill health.

ANNUAL VALUATION.

On the motion of Councillor Hildyard, seconded by Councillor M'Clatchie, it was decided to call for tenders for the annual valuation of the Borough.

TENDERS,

A large number of tenders were opened for seavengering. Two separate tenders were asked for, one for labour only, and the other in which the tenderer was to state the amount for which he would do the work, providing himself with the necessary plant. The following were the tenders: — Messrs Blackler and Westlake, labour only, &k 10s per week : labour and plant, .£5 5s per week; Messrs Davis and Briggs, labour, £6 per week ; labour and pfant, .£6 per week. Messrs Barnes and Wood, labour, £4, 103 Gd ; labour and plant, £6 Is (kl. Mr J. T. Dennis, labour, £7 ; labour and olant, £S. Messrs Hewatone and Wakelin, labour, <£U j labour an/I plant, £7. Mr J. Gleeson, labour, £G ss ; labour and plant, £7 Ids. Eight other tenders were received, ranging between the figures quoted for the above tenders.

Councillor Webb said the result of the tendering had clearly shown that tho opinion hold by certain Councillors that the work was now costing the town far too much, was a correct one. He had much pleasure in proposing — " That the lowest tender, that of Messrs Blackler and Weatlake, for £4: 10s, be accepted." Councillor Hildyard seconded the motion.

Councillor Stiuson would move as an amendment — " That the tender of Mr Gleesou of .£7 15s be accepted." Gleeson bad been doing the work for some time, and was a good man.

Councillor Dimond seconded the amendment.

After considerable discussion, the Mayor proposed, — "That the debate be adjourned for a fortnight." Councillor Hildyard would oppose the adjournment. If the Mayor had any particular tenderer he wished to support, he should do so without fear or favour.

The motion, for adjournment, on being put, was lo3t, 110 one voting for it. The Mayor then asked to be allowed to leave tke chair. He could see the matter would come to be decided by his casting vote, and they all knew that GJeeson was a relative of his.

His Worship left tho chair, and Councillor Webb was voted to it, and after some further discussion the motion accepting the lowest tender was carried by the casting vote of the Chairman, Councillors Joyce, M'Clatehie, Hildyard, and Webb voting for, and' Councillors Milsom, Stinson, Djimond, and Holland against the motion.

NOTICES OF MOTION. Councillor Milsom tabled a notice of motion to the effect that each of the medical gentlemen be asked to report cases of infectious diseases to the Council, and for each case reported the medical gentleman be paid the sum of 2s Gd.

COMMITTEES,

Councillor M'CJatchie was appointed Chairman of the Fire Prevention Committee, and was placed upon the Committees vacated by Councillor Bain. The Mayor was made ex ojflcio member of all Committees.

The meeting then adjourned.
