Mr M'Lachlan addressed the electors at South Malvern on Monday. Mr Roberts took the chair, and briefly introduced Mr M'Lachlan, who expressed himself as a Liberal and a Freetrader. Thotgh not entirely satisfied with the present Government, he would support them as flic best Government we had yet seen. H« would insist on the necessity of retrenchment in the various Departments of the Public Service, including education. He "ihought it mig^t be necessary to charge fees for children in schools after passing tho fourth standard. In answer to qmstions : he considered it fair to give Mr Harwell the salary and holiday ; that ,£600» might be saved from salaries of Inspectors of Schools, and that compensation should not be paid to publicans if a house weie closed according to the wishes of a tyre-thirds majority of the inhabitants of a district. A vote of thanks v:as passed to Mr M'Lachlan for his address, and to the Chairman.
