Rangiora Borough. Council.

MONTHLY MEETING. The monthly meeting of the above Council was held last evening; present — Hie Worship the Mayor, and Councillors Gulliver, Good, Fulton, Gordon, and Jennings. Apologies were received from Councillors Cone and Luxton. CORBBSPONDEKCB. The following received attention : — From the Charitable Aid Office re the distribution of charitable aid in the Borough, and respecting the dealing with urgent cases. From Mr G. S. Bartrum offering to collect the dog tax in consideration of receiving a percentage on each collar sold. It was considered that the applicant's services were not required at present. From Mr K. Higgins, on behalf of Mr Fulton, objecting to the proposals in the drainage scheme to carry water through his client's property 3 and notifying that proceedings would be taken to oppose the same. From the same gentleman on behalf of Mrs Torlesse, also objecting to having water taken through he? property. The Mayor expressed surprise at the receipt of these two letters. Councillor Fulton had not previously expressed himself averse to the water being taken through his place, and he had understood that Mrs Torlesse was quite willing to allow it to go through her property. Councillor Fulton replied that he had not expressed concurrence with the scheme. Councillor Good thought the parties had done right in notifying the Council of their unwillingness to take the water. If the Council now went on with the work they would do it with their eyes open to the consequences. Councillor Fulton said that the diversion of water into King street at High street had already done him damage ; and he was sure that if the creek through his place were required to take more water he would suffer greater damage. Therefore, in view of resorting to legal proceedings to protect himself he had sent in the protest. The Mayor remarked that he had taken legal advice respecting the matter, and he was confident that the Council could pmt the water into the creek. Councillor Gordon thought that, seeing there was opposition ahown t» the scheme,

before going further the Council should obtain a legal opinion as to their status in the matter. He moved a repolution to that effect, which was seconded by Councillor Good, and after some further discussion, waa agreed to. A communication was received from the Secretary of the Macandrew Memorial Fund, Dunedin, soliciting co-operation in the matter of collecting subscriptions. ; The subscription list was left in the hands of the Town Clerk. ; REPOBTB. The Town Clerk's report was read and , approved. t The Works Committee reported that 884 yards of shingle had been taken from the ' pit and stacked, and it was purposed to invite tenders to screen the same. Five alternate tenders (in brick or in concrete) for a culvert acroßß King street, were received, and that of Mr S. Ayers, for construction in brick, at a coat of J855, was accepted. Mr J. Luxton, senr., had notified hia consent to part with his land required for drainage purposes, by signing the agreement with respect to it. The whole width of the roadway in Queen street had been shingled, and the southern footpath would be attended to as soon as possible. This report was adopted. , FINANCIAL. i The receipts for the month were reported as j£3oo 15s lid, including rates .£lO7 7e 63, and rent o£ reserve 12a 6d ; and the liabilities, without the accounts to be passed, were stated to be £120 8s 2d. Accounts amounting to £91 14s lid were passed for payment. An account of £9 7a 9d, from the Ashley Road Board, for part cost of the maintenance of the Ashley cart bridge, was ordered to lay on the table. CHARITABLB AID. Councillor Gordon expressed his opinion that the amount, viz., in round numbers, J82500, paid annually by the various local bodies in the Ashley County towards charitable aid and hospital maintenance was much in excess of the sum required to provide for oases in the County ; and, with a view of endeavouring to better ; matters, moved — ' That the various local \ bodice in the Ashley County be invited to j send delegates to a public meeting at Rangioro, to explain their views with respect to bettering the present method of dealing with the Charitable Aid and Hospital Maintenance Funds supplied by the towns and districts in the County, and also that the Hon E. Richardson, and Messrs Lanoe and Pearson, M.H.R/b, be asked to attend the meeting." This was seconded by Councillor Fulton, and agreed to. The meeting then terminated.
