• [By Telegraph.] [Special to the Stab.] THE VOLUNTEERS. DEED REGISTRATION AGENTS. WANGANUI, Fbb. 8. It is rumoured that the Maoris up the river are obstructing the progress of the Government party employed in improving the river. Mr Stewart, District Engineer, goes up to-day to make enquiries. No reason having been mentioned for iihe refusal of the Auokland Volunteers to g • to the Tarakaki encam pment, surmises are the order of the day. From those who have been behind the scenes, I gather that it is mainly a question of expense, the Auckland Volunteers refusing to pay anything out of their own pockets while away. Major Hamlin is known to have refused to advise the Waiuku Cavalry to go unless Government gave a guarantee tnat compensation will be paid for horses injured. The Wanganui Cavalry left their district three years running, and never asked this ; and, moreover, on two occasions they paid all their own expenses. A suggestion has been made to the Government that all wearers of the New Zealand war medal should be allowed free railway passes to the encampment 3 but no reply has been as yet received to this. By a Gazette notice, the Postmasters here and at Timaru are appointed district agents under " The Deeda and Instruments Registration Act, 1886." Thia Act, passed laat session, is mainly due to the Wanganui Chamber of Commerce, who for Borne time have been working, with the view ol seonring some arrangement by which deeda could be banded in hero for registration, and forwarded by a responsible o£_ <jer tc headquarters. Tho cost heretofore has been, with lawyers' ohargeß, about 20s ; and it is now reduced to ss. By the Act Government can appoint district agents wherever required. ,
