[Rbuteb's Telegrams.] CONSTANTINOPLE!, Jan. 29. la accordance with the proposal made by Russia, diplomatic negotiations for the settlement of the Bulgarian difficulty are proceeding in thiß city between the Turkish Government, M. Zankoff and the Ambassadors of the Powers. Eussia has signified her willingness to support the candidacy of Prince George of Leuchtenberg, for the throne of Bulgaria, instead of that of Prince Nicholas, of Mingrelia. LONDON, Jan. 31. The Russian and Austrian Governments are showing less solicitude in regard to the Bulgarian question, and are watching the position of affairs between France and Germany.
