Educational Institute.
THIS DAT. Morning Sitting. The session of the Council of the New Zealand Educational Institute was resumed at 10.80 a.m. to-day, the President, Mr G. Hogben, in the chair. INSPECTORS. The Council went into Committee to consider the report of the sub-Committee appointed to consider the questions of Inspectors' examinations, and the placing of Inspectors under the Central Department. On the Council resuming, the following resolutions were adopted, on the recommendation of the Committee : — 1. " That all class subjects, with the exception of drawing, be examined orally by the Inspector and teacher, and that children excepted for pass subjects Bhould be excepted for all subjects, and that this Council is of opinion that the value of teaching in class subjects cannot correctly be represented by percentages, but that Inspectors should express in general terms their estimate of the efficiency of the teaching." 2. "That with the exception of arithmetic, the failure in one subject be not sufficient to justify a failure for I the standard, provided that a pupil i is efficient in the remaining Bub- > jects." 3. " That rule 6 of the Standard Regui lations for 1885 be amended as ' follows : — The words, ' During the ; three quarters preceding the quarter in which the examination takes 3 place should be omitted, and these inserted in their place — " From the
previous .. examination ■ up -to ; : V four week* . Before . the' neat , examination/ and that the words j 'The three-quarters' (repeated) be altered to 'such period/ and that in the Standard Regulations . for 1885 the word 'half be omitted, and the words twothirds * inserted instead thereof." 4 " That the percentage of passes and ! failures should not be reckoned on the number on the school roll, but on those in Standards I. to VI. (included.) j 6. "That the Inspectors of Schools should be placed under the direct conbrol of the Education Department." | 6. " That this Council recommend the ' Education Department and the Education Board 3 to issue to the Inspectors _ similar instructions as to examinations to those issued to Inspectors by the Home Government, applicable to the code of 18S&, section 4, page ,3." A statement of receipts and expenditure for the year 1886, audited by Mr C. ; Chilton, was laid an the table. It showed ; that the receipts from all sources had been £33 12s 6d, and the expenses £26 17s, leaving a credit balance of £6 15a 6d. There was a balance of assets over lia- .• bilities of £8 15a 6d. ' The Council adjourned at 12.30 o'clock.
