Riotous Strikes. [Bhutbb's Thlbgrams.] LONDON, Mam* 27. It is officially announced that the portfolios rendered vacant by the resignation of Messrs Chamberlain and Trevelyan have been re-allotted, Mr Stanfield succeeding Mr Chamberlain as President of the Local Government Board, and Lord Daihousie being appointed Secretary for Scotland in the room of Mr Trevelyan. BRUSSELS, Mabck 28, The industrial strikes in Belgium are rapidly spreading. They have now extended to the Charlotte district. Rioting of a very serious character is of almost daily occurrence, the chateaux of employers and their factories being pillaged and, in some cases, burned. The troops have been called into requisition, and have had several sanguinary conflicts with the rioters.
