LONDON, July 12. The interview between the Hon Colonel Stanley, Secretary of State for the Colonies, and the Agents- ! General, on the Recidiviste question, will take place on Tuesday. The projected Exhibition to be held in Bombay has collapsed. The German Government have ordered the German station at! Bentley Bay, New Guinea, to be abandoned. July 13. An Austro-German Zollverein, or Commercial League, is projected. The Russians have flogged a clerk in the employ of the British Consul at Kesb, a town thirty miles south of Samarcand. The cause of the outrage was the refusal of the clerk to divulge information regarding the English-Afghan frontier agents. Fifteen thousand men, armed with breechloaders, will garrison Herat, and a large number of heavy guns are being sent there for the fortification of the town.

[Eeutee's Telegrams.] SYDNEY, July 13. The Board of Enquiry appointed to investigate the circumstances attending the -wreck of the A..S.N. Company's s.s. Cahors has decided to cite the captain and mate of the vessel to show cause why their certificates should not be cancelled or suspended. The condemned man Frank Johns has been ordered to execution, his Excellency declining to grant commutation of sentence.
