Proposed Arbitration.
Views of Gladstone and the Czar. [Special to Pbess Association.] [Deceived April 28, at 9.15 a.m.] LONDON, April 27. The fatties states that Mr Gladstone has offered to settle the Penjdeh difficulty by arbitration. It ia reported that the Czar offers that General Komaroff and Sir Peter Lumsden should be examined by *t mixed Commission.
