Selwyn County Council.
» The usual monthly meeting of the Selwyn County Council was held at 10.30 a.m. to-day 5 present — Messra H. J. Mathiaa (Chairman), F. Jones, "W. Dunlop, and E. Westcnra. chairman's statement. The Chairman made the following statement : — " Correspondence: I have received the following letters since our last meeting — From Messrs Peryman and Rennie, apologising for their absence to-day. From the Board of Education, again calling attention to the nuisance at Spreydon school, arising from the overflow of the Heathcote. From the Chief Surveyor, asking for opinion as to the proposed alteration of the boundaries of the Woolston Town District. From the Heathcote Eoad Board, asking the Council to snake fresh arrangements for a pound by the ond of the present terra. From the Minister of Lands, asking if the Council will accept a delegation of the Governor's powers, under the Domains , Act, re the Darfiold Domain, instead of appointing trustees. From the Spreydon Sparrow Club, asking the Council to offer rewards for small birds' eggs. Prom Mr E .Austin, offering to undertake any I engineering work for the Council. From Mr Joynt, in reference to the terms of his ' agreement with the Council. From the Ashburton County Council, in reference to the approaches to the Rakaia Gorge bridge. Petition from ratepayers in the Tai Tapu joad district, asking to be annexed to the
Heatlicote riding. Potition against the proposed severance of the Spreydon road i district. The required notice of the proj posal to make the alteration at this meeting ! has been given. — Lyttelton Harbour Board. 1 — Monday, Feb. 0, being the date fixed by law for the biennial election of the Lyttelton Harbour Board, it will be necessary for the Council to hold a special meeting to elect two niembors. IJalswell Drainage. j — The Committee appointed to consider • the question of the drainage of the Halswell nave arranged with Mr Webster to prepare a report on the subject, which will probably, be ready for next meeting. Slaughter-houses. — The Inspector's monthly report and several applications for licenses will be laid before you. Otira Toll-gate. — The petition to the Government for the abolition of the toll-gate at Otira, on the West Coast road had been numerously signed. Matters deferred. — The consideration of the following letters was deferred to this meeting : — Prom the Eic- ; carton Eoad Board, asking for a grant for , main roads. Prom the Ellesmere Road Board, recommending that the vote for ' Solwyn Conservancy bo rescinded. Water- ' races. — The Rakaia Road Board have de--1 ferred the consideration of the report on I the proposed water-race between the rivers j Selwyn and Hororata. — Tenders have been ' received for the first section of the Dunj sandel race, and further sections will be | ready to advertise in a few days. Mr Davis ; has furnished his usual monthly report. — i A letter has been received from the Springs Eoad Board asking the Council to widen the race leading from the main race to the hydraulic ram at the Bolleston station, so as to make it available for the Springs district. — Contagious Diseases Act. The City Council has sent copies of correspondence and reports relative to the Contagious Diseases Act." THANKS. Mr Westsnra said that before proceeding to the work of the meeting, he wished to thank the Council for his election as a member of the Lyttelton Harbour Board. BPREYDON SCHOOL. On the motion of Mr Jones, seconded by Mr Dunlop, the matter of repairing the culvert on the Lincoln road, which was occasioning the flooding of the Spreydon Bohool ground was referred to the Committee on roads diversions, with power to act. • BOUNDARIES OP WOOLSTON. It was resolved, on the motion of Mr Westenra, seconded by Mr Dunlop — "That this Council is of opinion that that small detached portion of section 32, situated near Eadley bridge, should be included within the Woolston Town District." HEATHCOTE POUND. It was decided to take the necessary steps required by law for closing the Heathcote pound. DARFIEIiD DOMAIN. The Council declined to accept the delegation of the Governor's powers in regard to the Darfield Domain, and decided to request the Government to appoint trustees, as originally recommended. SMALL BIRDS NUISANCE. It was decided to reply to the letter of the Spreydoi Sparrow Club that thS offer of a reward for sparrows' heads was not now in force, having been for a period which had expired. It was also decided to write to the various Eoad Boards, asking what Sparrow Clubs existed in their respective districts. RAKAIA GORGE BRIDGT3. The Chairman was authorised to agree to the additional expenditure, some JfJvl, incurred on the approaches to the Eakaia Gorge Bridge, which were being constructed out of a fund under the joint control of the Ashburton and Selwyn Councils. ALTERATIONS OP BOUNDARIES. It was resolved, on the motion of Mr Jones, seconded by MrWestenra — "That • the petition of the ratepayers of the Tai j Tapu Eoad District to be attached to the i Heathcote Riding be assented to, and that ! the required notices of intention to make' a special order to that effect be issued." Consideration of the question of severance of the Spreydon District was deferred to next meeting, in order that it might be discussed in a full Council. LYTTELTON HARBOUR BOARD. It was agreed to hold a special meeting of the Council at 10.30 a.m., on Monday, ! Feb. 9, for the purpose of electing representatives to the Lyttelton Harbour Board. I SLAUGHTER-HOUSES. I Slaughterhouse licenses were granted !to Messrs J: Graham, Southbridge ; E. W. i Dixon, Perry road ; G. Bryenton, H. Clarke, I J. Gabbites, W. J. Berry, C. L. Limerick, and S. Withey. HORORATA WATER-BACE. Mr E. Mitchell waited on the Council to complain of the manner in which he was charged for the use of water from the Hororata race. He stated that though he , had to pay the charge on about 1100 acres, the paddocks which were benefitted by the water contained leas than 300 acres. He said he would be quite willing to pay on tho whole block if the water could be coni veyed to the other portions of it. j After some discussion, the Council determined to communicate with the j Eakaia Eoad Board, to whom the powers of the Council in the matter had been delegated. RICCARTON ROADS. On the motion of Mr Dunlop, seconded by Mr Jones, it was decided to accede to • the request of the Eiccarton Eoad Board I for a grant of .£350 for main roads in their district. white's bridge. Mr Dunlop reported that both the Avon and Eyreton Eoad Boards were of opinion that it would be inadvisable to spend I money on White's bridge at present, as any j repairs the Council could carry out would not have the effect of strengthening the bridge. WATER RACES. A tender for the construction of the Dunsandel water-race was received from : Mr D. Manson, but it was so much ab_.ve the estimate that the Council decided to recommend the Committee to call for fresh tenders. It was resolved — "That on account of the extra expenditure incurred on the Malvern water race for the current year, I and of the amount of back interest to be accounted for, the charge for water be 25s per 100 acres, instead of 20a as formerly, and that Mr Davis be authorised to collect it." The application from the Springs Road Board was referred to the Water Race Committee. CONTAGIOUS DISEASES ACT. Consideration of tlie correspondence received, from the City Council re Contagious Diseases Act was deferred to next meeting of the Council. v Accounts amounting to JJ6I9 4s 6d were passed for payment, and the Council adjourned. NOTICE OF MOTION. The following notice of motion for next meeting was given by Mr Dunlop :— " That this Council hears with surprise that a large number of stoats and weasels are ( about to be imported into this country; and wishes most respectfully but firmly to I protest against such destructive vermin I being turned loose in the country ; and resolves to ask the Government to reconsider the proposal."
