THE OSPREY.
TELEPHONE EXOHANGE CHARGES. [Special to thb "Star."] DUNEDIN, Dec. 17. A number of correspondents of the Star, all citizens of long standing, assert that they resided here in 1854 when a threemasted schooner named Osprey, of about 800 tons, arrived in the port. One circumstantially details her officers and appearance. The Star says Sir Julius Vogel generally takes such a broad view of administrative duties within his function, and stands so clear of official influence, which seldom regards considerations of publie policy, that it might be expected he would in the matter of telephone charges act as we feel sure his reason would on mature deliberation dictate. Leaving aside the question of public convenience, although one which should have great weight as a mere matter of economy, the present high charge is a mistake. The plain fact is the Telegraph Department does not care about the extra trouble and work involved in a large extension of telephonic communication, which has become an absolute requirement, and the Commissioner of Telegraphs has Leeii impressed witL the notion that difficulties, material and departmental, stand in the way of the adoption of moderate charges. The principal Chambers of Commerce have made representations without effect. The subject will now have to be taken up by the community at large, and we trust it will be done in such a vigorous manner that Sir Julius will break the bonds of rod tape and do tho right thing without .any further delay.
