Arrival of Mr Stout in Wellington.

♦ [Per Press Association.J WELLINGTON, August 16. The p.s. Lyttelton, with Mr Stout, arrived at 1.30 this afternoon.

[Special to the Star.] "WELLINGTON, Augubt 16. The tug, with Mr Stout on board, has made rather a long passage up from Lyttelton, nearly twenty-three hours. TMs morning broke still, and an extremely thick fog hung over the whole southern end of the island, so that it is probable the Lyttelton skipper found considerable difficulty in making the entrance to Port Nicholson j for as soon as the fog lifted, when the sun grew powerful at midday, the steamer was signalled from Mount "Victoria. It is understood that the Ministry will be sworn in immediately the Premier arrives. Everything waits for his arrival, even the concocters and spreaders of rumours finding their occupation more or less burdensome.
