The Ministry is. of course, freely criticised. Among the northern members we learn the feeling is- strong against the Canterbury Ministry, but Sir Julius Yogel ha 3 always declared against the territorial principle. He has represented Otago and Auckland constituencies, and never was considered a territorial member. When the northern men have got to remember him better, and when they have his policy "before them, they will, perhaps, be more reconciled. There is also the vacant portfolio, which is pretty sure to go to a northerner. On tb.9 whole, the new Ministry appears destined to be allowed a fair trial in the House of Representatives. * * * Finance will certainly be difficult to the new Government. That they will have to submit to a deficit at the end of the year is a rock ahead, but it is a rock on which are inscribed the name 3 of their predecessors. They will, we hope, not make too much of the circumstance. By refraining from illadvised triumph they will increase the chance of a fair trial, which their measures -will be sure to receive to the general satisfaction. This brings us to the cry of the present position. At present it is a question of men, and questions of men are never altogether satisfactory. When the policy is announced in the Financial Statement (one of those inimitable productions which give so great a reputation to Sir Julius Yogel), it will be a question of measures, and the question of measures always removes whatever there is of unsatisfactoriness in the question of men.
