City Council.

* The City Council held an ordinary meeting last night ; present — His Worship the Mayor and Councillors Louisson, Hosking, Bennetts, Crooks, Kiver, Lambert, Brice and Ayers. APOLOGIES. Councillors Vincent and Bowman sent apologies for non-attendance. FINANCE. The credit balance at the bank was re- ] ported to be .£2032 6s 7d. The receipts since the last meeting were .£l2Bl 16s Bd, and the expenditure was .£503 19s Bd. SMALL-rOX. The Mayor reported that since the last meeting of the Council, as members were probably aware, small-pox had been introduced into New Zealand, and it was considered necessary to take immediate action to prevent the spread of the disease in the event of its reaching Christchurch. His Worship, as Chairman of the local Board of Health, considered it advisable, for various reasons, to act in conjunction ■with the District Board of Health in the matter, with the result that steps had been taken to isolate cases on emergency. A medical officer had consented to act. Nurses had been vaccinated, and would be available if required. An ambulance had been secured, and the Chairman of the District Board, with the medical officer, had selected a site, where a temporary building was in course of erection, which in a few days would be ready for the reception of patients if required. The expenses were to be borne by the District and Local Boards of Health in proportion to population. The matter was an urgent one, and required to be dealt with promptly. He had therefore been unable to call the Council together to consult them, but hoped they would approve of the action taken. Councillor Louisson moved, and Councillor Lambert seconded — " That the action of the Mayor be approved," and Councillor Hosking moved the addition of the words, " and highly recommended." The motion was agreed to unanimously. NIGHT-SOIL BATE. A petition, signed by 2215, asking that a night-soil rate of l£d in the £ be struck, was read and agreed to, and a special meeting of the Council, to confirm the samej was decided to be held on August 25, at 6.50 p.m. btjbviyob's bepobt. The following was read : — " No. 1. The question of removing urinal from Whately road and re-erecting it in Cathedral square, was referred to me at last Council meeting to report upon. The cost will be as follows : — Taking down and re-erecting... £27 0 0 Cost of new one at back, including expense of erecting 80 0 0 Connecting with sewer 10 0 0 Artesian well to lower stratum about... ... 200 0 0 Total cost . ... ...J6317 0 0 The -water from the tipper stratum will not rise high enough to flush the urinal. No. 2. The Works Committee recommend that 100 cubic yards of broken stone should be obtained, to repair bad places that may occur or are already in the roads. No. 3. In company with the Drainage Board's Engineer I have examined the locality of the Southern Hotel, with a view to advising a better system of storm-water drainage ; and I see by the report of the last Board's meeting that the Engineer is instructed to take steps that will improve it. With regard to the better drainage of the east end of Lichfield street we came to the conclusion that nothing could be done at present, as there is no underground sewer at that place, and the cost of constructing one would be very large and only partially remedy the evil. 4. An application has been sent in to erect a glass portico over the footpath in Cashel street, and as it differs in form from the regulation verandah lately approved by the Council, it is necessary for the Council to deal with the application. 5. In the month of July hist there were nine building permits granted, and the amount taken in fees amounted to .£lO 15s " The report was considered clause by clause. On clause 1. Councillor Ayers moved — "Thst in view o£ the cost, no action be taken for the removal of the urinal in Whately road and re-erection of it in Cathedral square." Councillor Bennetts seconded the motion, which was carried. Clauses 2, 3 and 4 were approved without aiscussion, and the report as a whole was agreed to.. BESSBVES C6MMITTKB. The following was read : — " Your Committee re-advertised for tenders for leasing the reserve at Chaney's Corner,, and received the applications attached, hereto, which it decided to leave to the Council to accept or reject without making any recommendation. Your Committee recommend for approval the accompanying scale of charges for the hire of boats at the boatsheds." The tenders were from Edmund Spencer £50* and John Kinlay .£45. Councillor Hosking opposed the acceptance of either tender. He thought the reserve well worth .£IOO. Councillor Bennetts was of opinion that i6soishould be accepted. It was the best tender that could be got. Councillor Louisson would accept JJSO, but either for one year,. or for two or three. Seven years would be too long a term at such a.rental. A' resolution to this effect was agreed to, it being left optional with the Committee to .accept the lower tender if Mr Spencer would not agree to certain conditions. The scale of charges for hire of boats; was agreed to, and the report, as a whole* apneaved. SANITARY, O.OOIMITTEE. The following was, read : — " Your Com- j uufcfcee visited the. Nightsoil Reserve in order to re-report on the water supply there, and finds that there is the same supply now as th» late contractor fitaand formerly sufficient for his requirements, but recommend. the Council to erect a» force pump and another water trough, or two tanks." The CouncUi were equally divided when the question, -was put, and his. Worship gave his caaiimg vote for the JiO being expended. fcX-LAW COMMITTEE* The following was read:— "-Your Committee has- received notice fijom the solicitors, adivising tliat tho decision of theResident Magistrate in the .ease of Council v. Davijetson should be appealed a#;iiiist. Your Committee therefore recommends that sjach appeal be made at once." Tbft report was agreed to. CHAIRMAN OF COMMITTEES. Councillor Crooks was appointed Chairman of the Fire Brigade and Sanitary Committees. After dealing with a number of applications for licenses, the Council adjourned.
