The Recidiviste Question.
The Tonquin Dimculty. [Reuter's Telegrams.] [Received May 3, at 1 p.m.] MELBOURNE, May 3. Mr Stuart, Premier of New South Wales, replying to Mr Service's circular on the Recidiviste question, suggests that each Colony should address the Secretary of State for the Colonies, pointing out the danger likely to result from the transport of French criminals to the Pacific. The Victorian Amateur Turf Club has raised the added money for the Caulfield Cup to <£2000, with £500 for the second, and £200 for the third horse.
PARIS, May 2. | Li Fong Pao, the present Chinese Envoy at Berlin, has been appointed to replace the Marquis Tseng as Ambassador to France, and will at once open parleying with the French Go- ! vernnient with a view to the pacific solution of the Tonquin difficulty.
