At this morning's sitting of the Oonferenoe Mr Stuart detailed at length the terms of the understanding which exists between England and Franoe regarding the New Hebrides. Mr Stuart farther notified chat Mr Dailey, Attorney- General of New Sonth Walos, was preparing a scheme for the reduotion of charges on telegrams between Australia and Europe, whioh would ho submitted to the Oonferenoe. Mr Service presented a memorial on the subject of federation, which has been drawn up by European residents in Fiji. Mr Dibbs, Oolonial Treanurer of New South Wales, has given notice of motion in favour of the adoption of federal quarantine at /lbany (West Australia), Thursday Island (Queens* land), and Auokland (New Zealand). A meeting of the sub- Oommittee of Premiers was held this afternoon. Ib ie understood that an agruuuent waa arrived at on the subjeot of annexation wbioh is considered satisfactory by Mr Service, the mover of the firot series of resolutions.
