Under date Nov. 26 wo have the very important information that the Emperor of Ohina has proclaimed Anam a vassal Btate, and that ita eeizure by France was illegal. Ho alio orders Baoninh— a town ouly 20 milea from Hanoi, whioh the Frenoh were about to attaok— to be defended. Just at thil partioular time, M. Jules Ferry, the Frenoh Prime Minister and Miniater for Foreign Affairs, proposes tho appointment of a joint oommiaaion to determine and define the zone of neutral territory, whioh is what ihe Chinese have alwayi been contending for, and the Frenoh have refused to concede: lt looks ai if the Frenoh Ministry were ooming to their lensea ; and it ii about time they did. The offer of mediation made by Bngland has oome juat in time. Ihe Frenoh will probably aooept it now, aa a way out of tho difficulty. Ihe Ohineie, who know that a m* with France would be a very serious ■train on the resources of the Empire, will probably be equally ready to aooept. England, above all, wants to prevent a war. Bo ihat, on the whole, the ohanoes of peace are muoh improved. Looking at the prioe of Consols, we should iay that there never has teen any great; danger of war.
