Settlement of the Tonquin Difficulty.

PARIS, Sept. 7.
The Marquis Tsing, Ohineße envoy, bad an interview to-day with M. Ohallemel Laconr, the Frenoh Foreign Minister, at. which be made a proposal for peace, and a fnll settlement of the Franoo- Chinese difficulty, on the basil of tbe adoption of Tonquin as a neutral zone. It is understood that the proposals were favourably received by the Foreign Minister. Ad-iiral Pierre, lately Commander of the French Naval forces in Madagascar, has arrived at Marseilles seriously ill, and it is feared bis condition is hopeless.
LONDON, Sept. 8.
Mr Gladstone is oruising round the Scotch coast, and is not expeoted to return to London for some time.

R.M.S. Oity of New York, with tbe homeward mails dated Auckland. August 14, arrived yesterday.

Farther diplomatic parleying bas taken place between Marquis Tsing and M. Ohallemel Laconr. The Ohinese Ambassador has drawn np a series of proposals for the settlement of the question, and submitted them for deoision to the Frenoh Government. A Oabinet meeting is to be held on Monday next, to discuss the matter.
