CANADA.
Bir Charles Tuppor has been gazetted as High Commissioner for Canada in England. Captain Webb, the ohampion Engliah swimmer, undertakes to swim through the Niagara whirlpool on July 21. Sir Alex. Gait, High Oommiesioner to London, has just returned lo Canada with tho intention of entering the Dominion Cabinet. He says that the right of Canada to make thoir own commercial treaties had been practically conceded by England.
